Elected officials and developers gathered on May 17 to break ground on a $750 million mixed-use community that will bring 1,500 homes, along with retail and office space, to Middle River.
The 200-acre development, called Greenleigh at Crossroads, is part of the 1,000-acre Baltimore Crossroads business development off Route 43 in Middle River near White Marsh. The project is a collaboration of developers, including St. John Properties, Somerset Construction Company and Elm Street Development.
St. John Properties has spearheaded development at Baltimore Crossroads, while Somerset will construct a 317-unit luxury apartment complex called The Berkleigh. Elm Street will work on the single-family homes and townhouses.
Once completed, Greenleigh at Crossroads will consist of 1,000 single-family houses and townhouses, 500 multi-family units, 428,000 square feet of office space, 116,000 square feet of retail and a 120-suite hotel.
The residential community will also feature recreational amenities, Elm Street Vice President David Murphy explained during last week’s ceremony.
Calling Greenleigh a “transformative project” Murphy detailed plans for a “resort-style clubhouse,” complete with pools, playgrounds, yoga studio, picnic pavilion, dog park, fields, and biking and walking trails linking the residential area to retail amenities.
Elm Street plans to have a model home completed by early 2017.
Mike Caruthers with Somerset called the project “the gateway to the renaissance of Eastern Baltimore County.”
“With the addition of Greenleigh, we become a world-class mixed-use community,” he added.
According to St. John Properties founder Edward St. John, the seeds of Greenleigh were planted four years ago. St. John was developing plans for the site when Baltimore County Executive Kevin Kamenetz approached him with the idea to create a massive mixed-use development.
“It’s now a reality, four years later,” St. John noted, calling Kamenetz “the man with the vision.”
For Kamenetz, the project is a win-win.
The development brings the neo-urbanism idea to Baltimore County, mixing both residential and commercial development in one community.
“Greenleigh is placemaking at its best,” Kamenetz said.
“Greenleigh’s design and mix of homes will attract young professionals who want to live in a 21st century lifestyle community near their jobs,” he added. “I-95 is minutes away, with the Middle River MARC station just down the road. Residents can bike to the waterfront. This is the perfect complement to the business development already in Baltimore Crossroads.”
The project will also generate revenue for Baltimore County in the form of $10 million per year in property tax, plus income and sales taxes.
According to county spokeswoman Fronda Cohen, the developers did not receive any tax breaks or incentives, nor did they ask for any.
Baltimore County Councilwoman Cathy Bevins was also on hand for last week’s ceremony.
“Greenleigh will be a tremendous addition to all that White Marsh and Middle River has to offer,” she said. “It will be a great live-work-play community, and I’m excited to move it forward.”
The long-term timeline for completion of the project could span 10 years. The speed of development will depend largely on market demand.
St. John Properties has already started work on a three-story office building and Elm Street Development will begin work on model homes with an expected opening date of Spring 2017.
Somerset Construction will begin work on The Berkleigh apartment complex this fall. Construction on the new Mariott SpringHill Suites hotel is also slated to begin this fall.
